　　名位來(lái)賓、女士們、先生們：

　　歡迎各位來(lái)到中國(guó)大連， 很高興與諸位一起慶祝世界居住日。大連是慶祝這個(gè)節(jié)日的最佳地方，這座城市和這個(gè)國(guó)家都體現(xiàn)了迎接不斷變化、不斷城市化的世界所需的進(jìn)取精神和奉獻(xiàn)精神。

　　今天我非常高興能來(lái)到這里，因?yàn)檫@個(gè)時(shí)刻標(biāo)志著我們已跨越新千年的門(mén)檻。1999年，全球已經(jīng)或?qū)⒁�城市化，有史以�?lái)居住在城市里的人口將首次超過(guò)一半以上。這次城市革命為我們這個(gè)時(shí)代提供了最大的機(jī)遇，同時(shí)它也向世界提出了嚴(yán)峻的挑戰(zhàn)。

　　今年世界居住日的主題——全人類(lèi)的城市，它把我們的注意力集中在了所有的、被排除在享受城市生活樂(lè)趣之外的城市居民身上，這個(gè)現(xiàn)實(shí)可能是我們集體管理的最大失敗之一，它導(dǎo)致城市分化為：服務(wù)齊全的'“高級(jí)城市”和一成不變的、貧窮的“低級(jí)城市”。 聯(lián)合國(guó)發(fā)展計(jì)劃署的人類(lèi)發(fā)展報(bào)告顯示，13億人喝不到清潔的水，同樣數(shù)量的人每天生活費(fèi)不足一美元，我們所目睹的完全是大規(guī)模的城市貧困化。

　　與此同時(shí)，世界財(cái)富卻在創(chuàng)造新的記錄，人類(lèi)發(fā)展計(jì)劃報(bào)告顯示，“1994年至1998年間世界最富有的200人的凈財(cái)富從4400億美元增長(zhǎng)到一萬(wàn)億美元以上，”這個(gè)數(shù)字相當(dāng)于48個(gè)最不發(fā)達(dá)國(guó)家國(guó)民生產(chǎn)總值的總和。

　　貧富之間的懸殊導(dǎo)致了多種形式的隔離，人們自身與環(huán)境隔離。窮人無(wú)家可歸，貧困潦倒，難以行使自己的權(quán)利。而這些權(quán)利本應(yīng)是其理所當(dāng)然應(yīng)該享有的，包括隱私權(quán)和家庭生活權(quán)。

　　不及時(shí)、不可靠的公共交通對(duì)于有能力的人和無(wú)能力的人都是一種阻礙；路燈的不足使得市民感覺(jué)在夜間很不安全，對(duì)婦女和兒童更是如此。

　　隔離也是一種社會(huì)現(xiàn)象，無(wú)論是在發(fā)展中國(guó)家還是在發(fā)達(dá)國(guó)家，種族歧視，即按照種族、宗教、或文化的不同而在城市劃一些分界線(xiàn)。一些國(guó)家的法律、法規(guī)規(guī)定婦女不能擁有財(cái)產(chǎn)和房屋。更多的人把有限的錢(qián)財(cái)投資到建造住宅上，而又不被官方或金融機(jī)構(gòu)認(rèn)可。 城市的貧窮是經(jīng)濟(jì)隔離過(guò)程的最終結(jié)果。缺乏教育、培訓(xùn)，充滿(mǎn)競(jìng)爭(zhēng)的就業(yè)市場(chǎng)及誤導(dǎo)性政策削弱了城市的生產(chǎn)能力，阻礙了那些官方部門(mén)充分發(fā)揮其市場(chǎng)潛力。

　　最具有影響的隔離形式之一就是政治隔離，教育的缺乏加上政治上的隔離使得窮

　　人無(wú)法積極參與到影響他們生活的決定中去。

　　0n the International Urban Water Conservation Workshop

　　Delegates, Ladies and Gentlemen, and Friends

　　Firstly, I will extend our sincere congratulation on the opening of the international urban water conservation workshop on behalf of the government of Dalian and the

　　people of Dalian. Let us express our warmly welcome to domestic and foreign friends to participates in symposium.

　　Dalian is one of the cities of severe water shortage in China. Since 1954, Dalian has made great contribution to the ensurance of the safe water supply to the city. For twice Dalian has been conferred honorable awards on “Model City of Water Conservation” by the state. Compares with the domestic and foreign advanced cities, there still some way to go. This workshop provides us with an excellent opportunity to modestly learn their advanced experiences, carefully compares and finds the weak points and promotes our work. The people's government of Dalian has solved the municipal water use question to list as one of the priorities urban development summary important contents, and we have been taken the practical effective measure to further improve the city’s water conservation. While the city government proposed to stick to the

　　policy of “broaden sources of income and reduces expenditure”, we will not in the slightest degree, and never neglect the work in the mitigatory situation of water supply for the city, and strive for building Dalian into a city of water conservation.

　　This international conservation has great significance ton promote our city’s water conservation work. I hope the organizing department and the unit concerned will do the service work well, and warmly and thoughtfully, and the seminar will attain the result as expected.

　　Finally, I wish the international urban water conservation workshop a complete success.

　　On the reception of the 9th Pan-Pacific Ports Seminar of the Pacific Region Distinguished guests, ladies and gentlemen:

　　It’s my great pleasure to have opportunity to merrily gather with all the friends from the port-shipping field of the Pacific Region. All of you get together in the beautiful

　　coastal city of China-Dalian, from afar to attend the 9th Pan-Pacific Ports Seminar of the Pacific Region and explore together the mutually concerned issues of the port-shipping field of the Pacific Region. This is really the grand occasion of the field.

　　Please allow me, on behalf of the people's government of Dalian, to extend warmest welcome to all of the friends.

　　Ladies and gentlemen:

　　In the vigorous economic region of China, Dalian plays the important role, in 1997, the GDP of Dalian were ￥82,9 billion, the total import and export values of the

　　self-managing products was 5,1 billion US dollars, and actually invested foreign capital was 1,42 billion 0 US dollars.

　　The economy of Dalian is developed economy and has solid foundation, which

　　supplies a vigorous support for the port’s development. Dalian Port has become the largest comprehensive commercial seaport; the largest grain enters leaves seaport, the largest transfer seaport of petroleum and liquid chemical products one of the most important seaports for foreign trade in the Northeast China region.

　　Dalian is one of the most open city in northern China; the people of Dalian are reputed for hospitality. Now spring is change into summer in Dalian, where spring is very much in the air and fresh flowers are bright and beautiful. It is full of vigor, vitality and hope.

　　The financial crisis in some Asian countries aroused wide concerns among

　　Asia-Pacific Economic Cooperation (APEC） members. Now a year has passed but its ramification is still spreading out, not only bringing serious economic difficulties to some countries and regions in Asia, but also affecting the world economy as a whole.

　　This crisis has occurred against the international background of accelerated

　　economic globalization, and it has given the world people important revelations.

　　Economic globalization has become a trend as a result of the economic, scientific and technological development in the present-day world. It has brought to countries in the world not only development opportunities, but also serious challenges and risks. It has also presented to countries, developing ones in particular, a new subject to tackle that is how to ensure the economic security of a country.

　　The trend of economic globalization requires active participation by all countries in international economic cooperation. However, countries should expand their opening-up programme in the light of their national conditions and in a step by step manner while paying attention to increasing their capabilities of preventing and withstanding risks.

　　The trend of economic globalization has made the economies of countries more and more interdependent and interactive. Once a financial crisis breaks out in certain countries or regions, not only developing countries will suffer immensely from it, but

　　developed ones will also find it hard to stay out of it. A globalized economy calls for global cooperation. All members of the international community should work together to maintain a steady development of the world economy in a spirit of sharing

　　responsibilities and risks.

　　The trend of economic globalization is emerging and developing in a context where there is no fundamental change in the inequitable and irrational old international economic order, which will inevitably widen the gap between the poor and the rich

　　countries. The ultimate solution to this problem is to work for the establishment of a fair

　　and reasonable new international economic order in the interest of the common development of all countries.

　　The financial crisis has also brought negative effect and great pressure on the economic development in China. The Chinese Government has assumed a highly responsible attitude. China has provided assistance to the relevant countries within the framework of the International Monetary Fund (IMF) arrangements and through bilateral channels. Proceeding from the overall interests of maintaining sustained economic growth and international economic development, China has made the decision of not devaluating the RMB, for which China has paid a high price. Having won a battle against the catastrophic floods this summer, we are now going ahead with more in-depth reforms, adopting active fiscal policies, increasing input for infrastructural construction, and boosting domestic demand in an effort to achieve this year's objective of economic and social development.
